Here's how the Health Care Reform Bill impacts home visiting programs
Provisions to establish dedicated federal funding for quality home visiting programs are included in both versions of the health care reform bill recently passed by the House and Senate. The Senate version, passed on December 24, includes $1.5 billion over five years to be administered through the Office of Maternal and Child Health. The House version, passed in early November, would be administered through the Administration for Families and Children and includes $750 million over five years.
The National Center for Parents as Teachers strongly supports dedicated funding to increase home visiting services for children and families though a range of high quality programs. We are committed to advocating for a system that allows states to choose which program(s) best meet the needs of their families and identify which state level agency will oversee administration of the home visiting program.
Congressional leaders are working to merge the House and Senate versions of the lengthy bill, a process expected to continue for several weeks.
The National Center will be working to advance the state home visiting grant provisions to ensure maximum funding for increased home visiting services.

Funding early childhood programs for disadvantaged children offers highest rate of return says Nobel Laureate economist
Missouri business leaders met around the impact of early childhood programs on economic development and their high public return on investment recently.
Professor James Heckman, Nobel Laureate economist from the University of Chicago, made the case at a summit held at the Federal Rerserve Bank of St. Louis.
